Metal.. you notice those credits are missing Hisashi Nogami, who tells you he is the producer during the Nintendo direct.
I think those credits are just the NEW STAFF separate than the people listed in the main game credits. Since these are all new staff from Happy Home Designer and looks like the Eighting team that ported those two mini games.
Hisashi Nogami, Kazumi Totaka, Aya Kyogoku, Isao Moro and many Nintendo / SRD were repeated from the new leaf credits so they weren't included.
I analyzed the detailed roles of last fourteen staff, so I can guess as follows:
Eighting (Probably developed Animal Crossing Puzzle League)
Masanori Takei - Programmer
Kenji Tsugawa - Programmer
Hidekazu Yasui - Programmer
Takayuki Ueno - ?
ND Cube? (Probably developed Desert Island Escape)
(They were credited on several Hudson games, such as Mario Party series, whose key staff later transferred to ND Cube)

Hidehito Okamoto - Graphic designer

Tsuyoshi Kawajiri - Programmer

I'm trying to get the full video roll of the credits to examine. The problem is that THE REPEAT STAFF (many who probably worked on the expansion again) and NEW STAFF are disorganize in the credits - so it's hard to distinguish.

We all knew this based on their positions, but this is confirmation.
I finally found a video with the Welcome amiibo staff roll:

It actually shows the very same staff roll as standard New Leaf, but adds a new section (around 2:05 in the video) called "Welcome amiibo STAFF" with the exact names MetalLord2 posted (unfortunately there is no role clarification).
