Matsunaga was also mentioned in the production credits. Maybe he's the real new Manager since at least he has been assistant producer and directore before - and Tamori is the co-manager?

But then not only would have Kawamoto been replaced, but also Takayuki Shimamura (co-producer and assistant manager?)

Maybe this is a one off situation (or EPD4 was split?). Probably too soon to speculate.

There's another important Nintendo member here; Hiroki Ikuta from Nintendo's technology team? (PTD) who seems to be doing press on behalf of the

"NINTENDO

Hardware & System
Kart & Gate Development Team
SDK Development Team"

mentioned in the credits.

The previous Velan bit mentioned Nintendo's hardware team was crucial in developing the technology. I think Hiroki Ikuta was the lead on the "Kart and Gate Development Team" which prototyped and developed the physical kart and track units.
